The 50 clips upper bound refers to the number of temporary clips: those clips that are captured through clipboard monitoring but are unimportant to you, eg. you're not assigning a flag, an abbreviation or a shortcut to them and you also did not drop them manually on the Panel. As far as RAM is concerned, your feedback is very accurate.
